SEPTEMBER 2001 BOARD MINUTES

Richmond, Wednesday, September 17, 2001

Attending: George Plumb, Bunky Bernstein, Connie Livingston, Dave Jacobowitz,Chapin Spencer, Elizabeth Campbell, Rich Warren, Kathy Davidow, Dale Critchlow, Kasie Wallace, Bruce Cunningham, Spencer Wright, Kate Stewart, Bud Haas

Meeting Called to Order by President, Bunky at 6:10 PM.

Minutes for August 17, 2001:Approved.

PRESIDENT’S REPORT:

  1. Bunky had submitted an application to Champlain College for and Intern, but the person responding did not attend tonight.
  2. Bunky, Kathy, Bud attended the Senate Committee on Public Works and the Environment Staff meeting of which Senator Jeffords is Chair, asking what did Vermonters want need for transportation in Vermont.Bunky submitted a paper outlining the needs of the VBPC, facilities, facilities, facilities. The Committee will hold formal Hearings in Vermont in January.Contacts in Senator Jeffords office and on the Committee are Jeff Munger, Ken Connlly, and Tom Barry.

EXECUTIVE DIRECTOR’S REPORT: George attended a recent Vermont Mountain Bike Advocates (VMBA) meeting to discuss sharing of ED position, time, funds. Their Board voted to purse collaboration with VBPC, including sharing of ED and staff.George will meet with Tom Yennerell soon.

TREASURER’S REPORT:Dave reported a balance of $984. with some small outstanding bills, and a continuing anticipated reimbursement due of approx. $400. for room rental for 2001 Spring Summit meeting.

COMMITTEE REPORTS:

Publicity: No report.

Legislative Action: No report. Bruce will prepare a proposed VBPC legislative agenda for the next legislative session.

Special Events:

  1. The Legislators Bike Ride and Workshop on Multiuse Paths (MUP) has been postponed until late spring 2002.
  2. Bunky suggests an informal VBPC bikeride and potluck Saturday Sept 29 or Sunday Sept 30 at the Charlotte Beach. Bunky will organize and publicize.
  3. Bunky is working on and developinga presentation/workshop program, “How to access money to create bike-ped facilities” to be held in Montpelier towards the end of October.

Education: Dale reported that Steve Pierce (LAB member) wants to set up an Effective Cycling Course in Vermont for next year.

Membership: No report

AOT: No report, no attendance.

Fundraising: Dave reported on replies to his letter asking legislators for ideas for funding bicycle and pedestrian advocacy. Of four replies, two mentioned the tight budgets. One legislator wanted to think about it. Dave will follow-up.

OLD, NEW BUSINESS:

Annual Meeting: Agreed to have Annual Meeting at Bethany Church or similar low cost site, to be arranged by George, 7 PM, November 13, 2001, after Officers Reports and Election of Board Members, program to be slide show of long bike tour by Kathy. With refreshments.

Governor’s Highway Safety Council Grant: George and Bunky reported (also posted) on Jeanne Johnsons’s response to grant proposal and possible funding of $7500 for Training of Bicycle Safety Trainers. Long discussion including Kasie, who is a new bicycle safety trainer in the Burlington City Schools. Bunky agreed to work on revising the proposal (with help from George, Kasie, Kaplan, Jeff Miller, Connie Livingston, and Kathy Keating from Safekids) to develop a corps of Vermont Bicycle Safety Trainers.

Election of Board Members: MOTION to elect Kate Stewart to the BOD to serve until the Annual Meeting. Approved. 

Safety Training: Bud had not followed-up on a request from Central VT Mental Health Services for someone to assist in training it’s clientele in bicycle safety (following a bike-motor vehicle accident). Discussion. Kate will get Bud the name of someone interested in that sort of thing.Also Phil Hammerslough (sp) suggested as a resource.

National Walk to School Day, Oct 2. Discussion. Agreed to put on Work Plan for Statewide action in 2002.

Vermont Bike and Pedestrian Design Standards Manual: Status? List of Vermont Bicycle Clubs, Shops, Services? Bud agreed to e-mail AOT to ask for information.

TASK ASSIGNMENTS (by name, taken from minutes):

DAVE:

  1. Dave reported on replies to directly asking legislators for funds. One legislator was optimistic. Dave will follow-up
  2. Island Line South: (MUP from Burlington to Charlotte) Dave suggests supporting or endorsing Island Line South Project. Discussion. Dave and Chapin will work on a general or specific endorsement proposal.
  3. Dave will ask Chapin to agree to officially serve as a member of the BOD.

BUNKY:

  2. Ask AOT status of the Vermont Bike and Pedestrian Design Standards Manual, and for a list of Vermont Bicycle Clubs, Shops, Services?
