OCTOBER 2001 BOARD MINUTES

Richmond, Monday October 22, 2001

Attending: George Plumb, Bunky Bernstein, Dave Jacobowitz, Rich Warren, Kathy Davidow, Kasie Wallace, Bruce Cunningham, Phil Hammerslough, Jon Kaplan, Becky Cassidy, Ben Haydock, Bud Haas

Meeting Called to Order by President, Bunky at 6:10 PM.

Minutes for Sept 17, 2001: Approved.

INVITED GUEST: Becky Cassidy. Becky gave an excellent presentation regarding fundraising, Discussion followed. She offered many good suggestions and ideas.

GREEN MTN BICYCLE CLUB: Ben Haydock, representing the GMBC offered to help raise funds for the VBPC at the upcoming GMBC annual meeting Nov. 10. Ben suggested that the VBPC is the GMBCÎs Advocacy Organization, and will recommend that the Club include $2 in each Club membership for the coming year, allocated to the VBPC, as the GMBC membership contribution to the VBPC for the ensuing year. He also agreed to encourage GMBC members to individually join VBPC, and to include a VBPC membership øcouponÓ in an upcoming GMBC newsletter. George agreed to provide Ben with “copy” for that coupon.

BIKE SAFETY TRAINING GRANT from the GovernorÎs Hiway Safety Council: Bunky reported receipt of the $7500 grant to train 5 people in Vermont to teach children bicycle safety, and to develop a statewide bicycle safety “curriculum”. Discussion. MOTION: To appoint Bunky and George as the Bike Safety Grant Committee to oversee the Grant, and to appoint Phil and Kasie as Co-Ordinators of the Childrens Bicycle Safety Training Program. Approved.

PRESIDENT’S REPORT:

  1. Bunky reported writing to VT Safe Kids in regards to distribution of bike helmets to children.
  2. Bunky reported that 4 VBPC members had a beautiful ride Sunday Sept 30 in the Charlotte area, including a cruise up Mt Philo, and a stop at Shelburne Orchards for some great cider and donuts.

EXECUTIVE DIRECTORÎS REPORT: None.

TREASURER’S REPORT:Dave reported a balance of approx. $1000. with some small outstanding bills, and a continuing anticipated reimbursement due of approx. $400. for room rental for 2001 Spring Summit meeting.

COMMITTEE REPORTS:

Publicity: No report.

Legislative Action: Bruce reported that he sees Legislation issues in three areas: Prevention, Correction, and Promotion. In the Correction area, there is some interest in repealing the VT øSidepathÓ law. In the promotion area, he mentioned legislation regarding øright-turningÓ vehicles, maximum speeds for bike passing vehicles, legislation regarding vehicles passing in the present of bicycles, and increased penalties for bicycle related motor vehicle accidents. Bruce suggested members look at the BCM web site [www.bikemaine.org] for some good legislative ideas. Bruce agreed to put some of these legislative ideas into legal bill form.

Special Events: No report.

Education: No report.

Membership: No report.

AOT: Jon Kaplan reported that the Bike Facilities Design Manual was coming up for public comment in January, and that the VBPC look forward to participating. He also suggested that VAOT had Safety Training Funds, but not immediately available, and that perhaps some funds might be available to support the work of the Bicycle Safety Training Grant.

OLD, NEW BUSINESS:

Annual Meeting: Set the Annual Meeting at the Kellogg Hubbard Library in Montpelier at 7 PM, Tuesday November 13, 2001. The Board will meet at SarducciÎs at 5:30 PM.

  1. National Walk to School Day, September-October 2002.
  2. Annual VBPC Bike Ride, Summer or Fall 2002.

NEXT MEETING:Board Of Directors 5:30PM, SarducciÎs Tuesday November 13. Annual Meeting of the Membership 7PM, Kellogg Hubbard Library, Montpelier, Tuesday November 13. (The library is on the east side of Main St, one block past the Ben and JerryÎs shop, and just North of the Bethany Church.)
