DECEMBER 2001 BOARD MINUTES

Meeting called to order by President, Bunky at 6:05 pm
Minutes for Nov. 14, 2001: Approved as amended (Bunky will present
Packet at Dec. meeting)
President's Report: No report.
Treasurer's Report: Dave reported a balance of $1,138, with an
outstanding bill of $11.00. Dave reported paying for a League of American Bicyclists
(LAB) membership of $35. MOTION: To approve of the LAB membership, and to develop
a policy for any VBPC memberships. Approved. Dave also reported that there
is a $5000 grant request from the GovernorÎs Council on Physical Fitness and
Sports (GCPFS) pending. Bunky reported recently receiving a new Request for
Grant Proposal from GCPFS. Dave will followup.
Committee Reports:
Publicity: Dave reported that he needs help with the Website. Bunky offered
the name of someone to help.

Old Business:
Fundraising: Bunky presented a beautiful draft Presentation Packet, developed by he and Carol Hanley. He distributed five copies for five folks to review. He estimated that each finished Packet would cost about $10 to produce. He offered a list of Large Donors, and offered to visit several himself and asked for volunteers to visit others on his list or other potential Large Donors. He asked for interested folks to Call or E-mail him with suggestions on the Packet or on Donors.
Spring Summit: Kathy stated the purposes of the Summit were 1) to get folks together to work for Bike-Ped facilities, and 2) to get folks to know we (VBPC) are here. The program will consist of a Keynote speaker, an Awards presentation, short show and tell sessions on Bike-Ped successes, both national and local, and a VTRANS presentation on Applying for Grants. The goal is to get a large attendance. She asked that folks e-mail George with the names of people who have made a bike-ped change in their community; people who can tell a story, or offer good advice. The Summit is scheduled for Saturday April 20, 2002 at Vermont Technical College in Randolph.
Bike Safety Training Grant aka Childrens Bicycle Safety Training Program: Kasie reported progress in getting the training program going. She offered two options for training, 1) League (LAB) Cycling Instructor Training, and 2) Bicycle Coalition of Maine (BCM) Bike Safety Instructor Training. Discussion. MOTION: To authorize both the LAB and BCM training options. Approved.
VTRANS: Jon Kaplan reported again that the Bike Facilities Design Manual was coming up for public comment in January through March. Also, VTRANS will be requesting proposals for Bicycle Safety Grants, estimated at $60k over three years, and that he will be coordinating VTRANS activity around National Bike Month, next May.
New Business:
Chapin-George Meeting: George reported on his meeting with Chapin regarding the Restructuring of the VBPC, and suggestions for immediate staffing. Chapin distributed his øProposed Next Steps for the VBPCÓ, which included 1) a shift to a organization-only membership, 2) a focus on communication, coordination, legislative advocacy and statewide safety education; 3) a Bike/Ped Safety Stakeholder Gathering at Chittenden County Metropolitan Planning Organization (MPO) in January, and 4)options for obtaining an Executive Director/staff. Short discussion. MOTION: To bring Bike/Ped Safety stakeholders to a meeting in January 2002, at MPO, in order to integrate a coordinated statewide effort. Motion Approved: 8 to 1.
25 Million Dollar Federal Grant Proposal: Bud offered his proposal to request $25M from the US Senate EPW Committee. It consisted of: Road Sharing-Improving Motorist Behavior-$2M; Safe Walk-Ride-Ski to school for every Vermont Student-$10M; Traffic Calming and Roundabout Grants to communties-$9.9M; Bike Facilities, Earn-a-Bike, Bike Safety Instructor Training, Community and School Facilities, Non-Motorized Commuter Grants-$3M, and Bike-Ped Advocacy Grants-$100k. The Senate EPW is anticipating hearings in Vermont in late winter-early spring. Bud asked the Board to review and discuss at next meeting.
